New incineration facilities are difficult to permit and costly to construct. They often require supplemental fuel to burn the biosolids, adding to the cost due to greater than ever fuel prices. Most importantly, incineration is not “beneficial reuse” and fails to take advantage of the energy content within biosolids to produce renewable fuel.
