They are electrically safe plates installed between the CPU body and the heatsink. Since the CPU chip itself is very small compared to the processor body and the heatsink, placing the heatsink on top of it may feel like balancing something on top of a needle. It is also possible to break a corner of the chip off if the weight on it isn’t even. A shim helps this by supporting the heatsink from the sides. They don’t hurt your PC, but they won’t also help, unless you keep changing the heatsink very often.
