Senator McCain has spoken extensively about the need to bring strong, vibrant democracies, that are emerging leaders into international institutions, whether it is the G-8, where he has specifically said countries like India and Brazil [Images] should have a seat at the table, as well proposing a League of Democracies for countries who share values and can discuss common solutions to common problems. I think you well understand the problems with expanding the membership of the United Nations Security Council. I think one of the interesting things about the proposed League of Democracies is that it would complement, not replace, the United Nations. It will also give countries which do not have a voice in the Security Council, a very strong voice — and that is true whether we are talking about countries like Japan [Images] or India, Brazil, Mexico and so on.
