What are “responsive” bids and/or “responsible bidders?
Responsive bids are those that are submitted in accordance with the instructions in the project documents. Responsive bids must be submitted on time, contain complete information, and be accompanied by a bid security. The intent of the owner is to award a contract to the responsible bidder with the lowest responsive bid. In determining the responsibility of bidders the owner may consider the following: • Ability, capacity, and skill of bidders to perform the work; • Character, integrity, reputation, judgment, experience, and efficiency of bidders; • Bidders’ ability to perform the work within the time specified; • Quality of performance on previous work; • Bidders’ previous, and existing compliance with laws and with requirements relating to public works contracts, and; • Such other information having a bearing on the decision to accept a bid proposal.
