The Residential Construction Officer (RCO) is the proactive liaison between builders, neighbors, and appropriate City departments and agencies. The City’s Residential Construction Officer is Rick Larson and he may be reached at (310) 802-5506 or via email. The RCO is on duty Monday through Friday, 8:00 AM to 5:00 PM. For violations occuring out of that time frame please contact 24-hour Police Dispatch at (310) 802-5159. Common construction issues or violations for the RCO are: construction crews working before or after allowable construction hours or on holidays, loud music or yelling, parking problems, tree protection, dust abatement during demolition or sandblasting, trash or debris at job sites, workers washing construction matter down the gutter, etc.
