What are Reserves and why are their fines so expensive?

The library houses several different types of resources on the reserves shelves (including: DVD, video equipment, books, etc.) These materials are usually not owned by the library but are the property of NSC professors and staff. In order to deter theft or tardiness of reserves items the fines on these materials are significantly higher than normal library fines. All reserves items must remain inside the library at all times. The fines are as follows: $2.00 per item for every hour is it overdue.
