Republic Commandos are not ARC Troopers, no. ARCs (Advanced Recon Commandos) were trained personally by Jango Fett for the most critical missions. They have no genetic tampering, aside from growth acceleration, and thus do not have the modifications that regular clone troopers do to make them better team-players than Jango was. The ARCs were used sparingly during the Clone Wars due to their limited number (a few hundred, as opposed to thousands of commandos) and the fact that they proved to be quite unpredictable. Republic Commandos, on the other hand, are genetically identical to regular clone troopers, but have received extra training.
