What are on-site inspections? Is it true Russian inspectors can go where they like if they inspect my facility?

Intrusive, on-site inspections are used by Treaty signatories to help ensure compliance with the START Treaty. The Army has two facilities subject to START OSI activity: the Arizona Army National Guard’s facility at Camp Navajo, Arizona, which provides storage for IOIs (Minuteman III ICBMs and Trident SLBMs), and the U.S. Army Materiel Command’s Combat Equipment Group – Afloat (CEG-A), which is co-located with a START declared facility– the U.S. Navy’s Strategic Weapons Facility, Atlantic Detachment (SWFLANT DET) at Goose Creek, South Carolina. In addition, all CONUS U.S. Army facilities are subject to a START SAV. The START Treaty contains specific guidelines for the conduct of START OSI activity; these guidelines are summarized in the U.S. Army Strategic Arms Reduction Treaty (START) and Strategic Arms Reduction Treaty II (START II) Implementation and Compliance(I&C) Plan and the START Special Right of Access Visit (SAV) Operations Plan (OPLAN), available on this website.
