“Numbered Notes” were once used as standardized, procurement shorthand in Federal solicitations when they were advertised in paper form by the Commerce Business Daily. Federal Acquisition Circular 2005-24, published in the Federal Register on February 28, 2008 finalized FAR Case 2006-016 and removed all references to FedBizOpps “Numbered Notes” from the Federal Acquisition Regulation based on the premise there is no need to save paper, i.e. space is not a premium in cyberspace. FBO did so and no longer supports Numbered Notes. All contracting officers should work with the full text of statements as required by FAR 5.207 to ensure the information is clearly communicated.
