Odds of getting a permit if you are non-resident: 1 in 700 for every chance. Chances can be purchased and/or earned for every consecutive unsuccessful year of purchasing a chance. One-third of all applications have the same address, meaning multiple household members apply. One hundred permits go to more than one person at the same address.
