What are MHSA and PEI?
PEI or Prevention and Early Intervention is one component of The Mental Health Services Act (formerly known as Prop 63). In 2004, California voters passed the Mental Health Services Act (MSHA) to specifically address the mental health needs of state residents. In addition to funding for services and supports, MHSA provides for a community planning process to involve stakeholders in identifying key community mental health needs and appropriate local responses. Other components of MHSA include: Community Services and Supports, Workforce Education and Training, Capital Facilities and Technology, and Innovation. Prevention and Early Intervention addresses the early end of the mental health spectrum (See Figure below).
