What are Merit Principles?
Employment in CUSD’s classified service is based upon merit system principles as defined by the California Education Code, federal law and the rules and regulations of the Personnel Commission. The Merit System is a system of personnel administration encompassing these basic principles: employment and promotion on the basis of merit and fitness; a career service; equal pay for equal work; impartial hearings of appeals of disciplinary action; prohibition against discrimination.
