In a democracy, decisions are taken by the majority, such as with electing a president. However, just because the majority of people want to do something, such as imprisoning all left handed people, they cannot do this as the minority, i.e. left handed people, have rights that the majority cannot simply over-rule. Obviously, this is a silly example, but suppose the majority wanted to limit what members of an ethnic group could do, such as voting or going to school etc., they could have a vote and claim that as the law passed, the restrictions could be imposed. In this case, the minority in question would have the right to not be abused in this way.
