LOMOD, and its sub-contractor California Quadel Corporation (CAQ), act on behalf of HUD to administer project-based Section 8 contracts in Southern California. CAQ is charged with monitoring the compliance with the Section 8 contract for each project assigned to LOMOD for administration. One way CAQ does this is by performing annual management reviews at each project site and working with owners/agents to ensure project-based Section 8 properties are in compliance with HUD rules and regulations. LOMOD reviews the work of CAQ and is responsible for communication and reporting to HUD.
