Local Honorees are the applicants selected by schools and officially designated local organizations to advance to state-level judging. A school or officially designated local organization may select one middle level Local Honoree for every 1,000 young people (or portion thereof) in grades 5-8 in the school or local organization, and/or one high school Local Honoree for every 1,000 students or members (or portion thereof) in grades 9-12.
