What are Inspection/Maintenance (I/M) programs?
New York State’s (NYS) I/M programs require annual emissions testing of motor vehicles to insure that these vehicles are properly maintained. I/M programs are implemented to address both air quality issues and public health concerns. The federal Clean Air Act (CAA) requires I/M programs in areas of the country with demonstrated poor air quality. NYS’ I/M programs are defined by regulations promulgated by the NYS Departments of Motor Vehicles and Environmental Conservation and are administered jointly by these agencies.
