Full Economic Costs represents the total that the University needs to fund its research activities (and other activities) in a sustainable manner. Typically a Charity will pay for eligible direct cost, a Research Council will also pay for eligible indirect costs while Industry should pay a minimum of the full economic costs. Across the HEI sector there is a large deficit in the financing of infrastructure and the Estates portfolio has not been managed in a sustainable manner.
