What are “filler” stamps and how will they be used?

There will be three stamps issued as part of the instant stamp program that will be used to complete sheetlets of five or 10 stamps when less than that number of Gold Medals are won on any one day. The three “filler” stamps are titled Humanity, Equality and Destiny. The first day a “filler” stamp appears will represent that stamp’s first day of issue.
