What are FEMAs authorized levels for funding administrative costs associated with the Grant Program?
FEMA is authorized to expend up to three (3) percent of the original appropriation of $150,000,000 and five (5) percent of the supplemental appropriation of $210,000,000. Therefore, FEMA is authorized to expend $15,000,000 ($4.5 million + $10.5 million) to administer the Grant Program. • Is it true we cannot use Fire Grant Funds to hire personnel? The Assistance to Firefighters Grant Program will not fund firefighter positions, however, fire departments may apply for funding to pay personnel to complete a program that begins and ends during the grant year. • The Program Guidance and recently published Interim Final Rule indicate that due to the safety benefits to firefighters, for applications that include PASS devices, FEMA will give priority to applications with integrated PASS devices over applications with non-integrated PASS devices.
