Eligible grantees for Part A are metropolitan areas reporting a cumulative total of more than 2,000 cases of AIDS as measured over the most recent five (5) year period to the Centers for Disease Control (CDC). In addition, the EMA must have a population of 500,000 or more persons. A city or county qualifying for Part A is defined as an Eligible Metropolitan Area (EMA). Boundaries of the EMA are based on those used by the Department of Commerce’s Bureau of Census. Both the escalating epidemic and the change by the Centers for Disease Control and Prevention of the definition of AIDS as of January 1, 1993 have led to an expansion in the number of Part A EMA’s to a total of 51 EMAs’.
