You can’t get a ps3 with a modchip. Nobody has successfully modded a ps3, particularly not to play ps2 games, which seems to be what you’re after. The only “chip” that could do that is the ps2 “emotion engine” cpu itself, and the 40gb ps3 is not designed for the ps2 cpu to be installable. Unlike the ps2, the ps3 is run by regularly updated firmware, and nothing else will run it as a game machine. Modding is a violation of the EULA all users agree to when they first download the firmware. If a ps3 is successfully modded, Sony can easily update the firmware to detect and disable the mod, and then ban the modded ps3 from PSN and from all firmware downloads. The PAL/NTSC thing should only be an issue for ps2 games, as ps3 games are mostly all-region, and ps3 can convert video between PAL and NTSC. If I were you I would get the PS3 for the region you live in, and if you really want ps2 games, get the ps2 separately. Or hope that they decide to include software emulation in an update for the
