What are applicant-only CRB certificates?
The Government intends to put the applicant in control of the information released in a CRB certificate. At present when an individual requests a CRB check, via a registered or umbrella body, a certificate is issued to both the individual and the registered or umbrella body at the same time. This was intended to prevent individuals from tampering or altering the certificate and to inform the employer that the process had been completed, improving the efficiency of the recruitment process. This however, has a number of disadvantages, firstly it assumes that the employer can make a decision immediately on receipt of the CRB disclosure when, in reality, the information disclosed by the CRB should only form a small part of the recruitment checking process. Secondly, there is no opportunity for the applicant to check the accuracy and relevance of the information disclosed on the certificate before it is seen by a potential employer.
