I don’t think you should expect Apple to deal with that problem. All Apple does is offers an outlet for others to sell their applications, if those that make the applications don’t bother to update and keep up with the programs it is a chance you take when you purchase them. If the programs are no longer worth downloading it is up to the community to make it known.
