The developers must maintain web-based system for reporting bugs and submitting feature requests. The developers must monitor and respond to each submitted bug report and feature request, including indications of plans for addressing the issues (whether a bug will be fixed or not and whether a feature will be added or not; if yes then in which release, etc.).
