I would’ve thought there must be notices warning of towing away. I know there has to be on private land if the landowner wishes to clamp your vehicle but not 100% if this applies to street parking or not. A lot of councils have temporary orders around football stadiums which only apply on match days (these are usually listed in your local paper or have temporary signs strapped to lampposts. Councils these days are a law unto themselves and appealing is very difficult. You could probably spend a lot more than £180 appealing depending on how far you took it and maybe still lose.
