What amendment is being proposed?
A1. Since 2005 the Canadian Nuclear Safety Commission (CNSC) has had in place an approval process to ensure that Radiation Safety Officers (RSO) for Class II licences are adequately qualified and trained to perform their duties. The objective of the proposed amendment is to formalize the current practice in regulations. The proposed amendment to the Class II Nuclear Facilities and Prescribed Equipment Regulations (C2NFPER) will require: • each licensee to appoint an RSO certified by the CNSC to oversee the licensed activities; • each licensee to inform the CNSC when there is a change in RSO; • the prospective RSO to successfully complete a certification examination acceptable to the Commission; and • each licensee to appoint a qualified “back-up”, who need not be certified, for the RSO.
