Federal statutes (10 U.S.C. 2304(c)(1)) and the Federal Acquisition Regulation allow less than full and open competition when it is determined that only one responsible source is able to satisfy the governments requirements (FAR 6.302-1). Circumstances that may justify the use of this authority include a situation where it is likely that the competitive award of a bridge contract would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, or when it is likely that a competed bridge contract would result in unacceptable delays in fulfilling the agencys requirements.
