In 1980, the Staggers Act was passed by Congress which eliminated much of the economic regulations that previously governed rail rates and services. Rail safety and the vast majority of other current regulation takes place at the federal level. Federal agencies under the United States Department of Transportation, such as the Surface Transportation Board (STB) and the Federal Railroad Administration (FRA) regulate railroad corporations.
