The Florida HSR program will fall under the direction of the Florida Rail Enterprise (FRE), a new entity within the Florida Department of Transportation. Working with the Federal Railroad Administration, the FRE will be responsible for implementing Phase 1 (Tampa-Orlando) as well as the next phase of the project from Orlando to Miami and other future system expansions.
