Were fish and chips originally served wrapped just in newspaper?

Yes I’m 57 and I remember chips served in greyish newsprint paper. Back when I was about 5 or 6 it was only 15 cents for chips and 10cents extra if one wanted fish. I would get the chips and then get an icecream cone for 5 cents and save myself 5 cents I later bought either licorce or jawbreakers with that 5 cents. The ice cream cones the bottoms were wrapped with grey newsprint paper! Often the corner store had a newspaper office too! My Step Grandfather told me even when he was at the Army in the 1800’s they had fish and chips and newsprint paper was used to wrap them. He should know he was the Army Cook! I don’t ever recall any printed papers being used for fish or chips. It was the news paper remants that were used. Pieces too small for the printing press!
