The first gym leader in Heart Gold is located in Violet City and the Gym is right next to the Pokemart. Enter the gym and go on the brown lift to take you up to the next level where the trainers and the Gym Leader, Falkner, is at. If that guy with the glasses is on the brown lift, you’ll have to first beat the Elder at the very top of Sprout Tower. Sprout Tower is located in Violet City past the bridges near the Gym. Head inside the Tower and work your way up until you beat the Elder and you’ll be able to challenge Falkner.
