Contrary to popular belief, a great deal can be done without finalized kits. Development for a game starts with conceptualization and planning, which doesn’t require a development kit at all. Supposedly, making the leap from prototype to actual hardware won’t be a huge issue as the GameCube system fully realizes the initial specs provided.
