Yes. That option was considered, and it became clear that both new psychiatric facilities and community-based residential programs were needed to adequately serve Oregonians with mental illness. For the 2007-09 biennium, the state has legislatively authorized funds for three community-based 16-bed programs; several similar programs were established during 2005-07.
