Answer Mesopotamia is not the far east, and it is within my area of expertise. By greatest ruler, I assume you mean in ancient times. There are several to choose from. There is Sargon the Great, the earliest to rule most of Mesopotamia. There is Alexander the Great who also ruled Mesopotamia when he conquered the Persian Empire. And there are the Persian emperors Cyrus, Cambyses and Darius I. Cyrus created the Persian Empire, which included Mesopotamia. His son Cambyses expanded it, but Darius (a non-royal upstart) made it work. Hammurabi is famous today, but in ancient times he was just one of several major rulers of Mesopotamia, famous in his time, but not a couple of centuries later.
