We use Vonage, Skype or one of the other low-cost IP phone programs at our home. Can I use these from my ResNet or TelSTAR (wireless) connection?

No. Skype is a peer-to-peer application and is, unfortunately, not allowed on campus. Vonage and other similar IP telephone programs are not supported either.
