Yes. If your product requires bug fixing during the test cycle, the fixes should be made and the product re-tested from the beginning if you want to certify the latest release of your product. After certification, if more product changes are required, the directions in 7.1 of the SIF Certification Policy apply. This describes the scope of re-testing products that are already certified.
