If you have a long-standing need that could earn points under Item 2a(1) that may also qualify as an unanticipated need under Item 2a(2) because of recent changes, say so and describe and document both aspects of that need. Also be sure to describe any aspects of the facility that may earn points under Item 2b, for example, building code problems that resulted from some recent damage to the facility.
