We are looking at the replacement of the county council and the six district councils. What is happening to business process re-engineering programmes and the commissioning of projects?
The business process re-engineering programmes will continue and become more important. There will be ever increasing emphasis on partnership and best practice sharing between the councils. It means we will be in a very good position to move to the new unitary councils in April 2009. The DCLG has requested a list of all major projects (value in excess of £1M) from the affected councils. All seven councils now have to inform and request permission to commission new projects over £1M. The DCLG will look very closely at projects that have been commissioned since the secretary of state’s invitation to propose unitary solutions to ensure that there has been no imprudent commissioning by councils in anticipation of their demise.
