In my opinion it would need education. First of all to teach the horrors of the holoaust than to teach respect to humanity, not to encourage or discriminate against minorities, people of different religion, gender race etc. Explain what democracy means, how to prevent rise of tyrnay, avoid voting for a “strong man” as a leader.
