Microsoft biedt de Virtual Hard Disk (VHD) Image Format Specification (beeldformaatspecificatie) onder een royalty-vrije licentie zodat het voor partners gemakkelijker is oplossingen op VHD-basis te ontwikkelen en de mogelijkheden en uitbreidbaarheid van het VHD-formaat te verbeteren. Volledige toegang tot de detailspecificatie is beschikbaar door ondertekening van de licentieovereenkomst voor Virtual Hard Disk Image Format Specification.
