Troy was a city-state, just like most of the cities in Athens. It was not part of Greece and never became part of Greece because it was totally destroyed. Even Greece at that time wasn’t a country, just a group of related city-states, each with its own foreign policy and which could even make war on another without the consent of other Greek cities. It was only Alexander the Great who permanently unified it into a country, although they could all decide to fight together against a common threat as they did at the Battle of Salamis.
