Mars once had running water so it’s possible. Maybe even probable since every planet that we know of so far with running water has life (i.e. Earth). Apparently, Mars once had a magnetic field like Earth. Unfortunately, it diminished over millions of years and thus most of the water got “blown” away by the solar wind.
