No, the winter draw-down was implemented independently by the Chateaugay Lakes Water Level Control Board as a shoreline protection measure against ice damage and flooding. It was not done as a result of, or in response to, the milfoil problem. Although winter draw-downs can help with weed control to the extent that near-shore plants are frozen, the Eurasian milfoil in our Lakes is typically found in depths of 5 to 12 feet and would be only minimally affected, if at all, by a one-foot winter draw-down.
