One reason was the Union’s opposition to secession (one main factor that made many pro-slavery supporters fight for the Union) — of course, one could argue that secession was caused by “the coexistence of a slave-owning South and an increasingly anti-slavery North.” When the Civil War began, neither civil rights nor voting rights for blacks were stated as goals by the North; they became important afterward during Reconstruction.
