They also were despite themselves the competitors of free artisans, since they were free labor. The Roman army was the strongest at the time of Pompey, Caesar, Octavian Augustus, but later on, the soldiers were mere mercenaries who were paid to wage war and had no loyalty for the people or the Senate of Rome.
