It was introduced in 1947 and ratified by the states in 1951. It was put in place *because* of FDR – politicians simply didn’t want even the iota of a possibility that any president could run more than twice. You may remember that in 1988 there was some talk about overturning the 22ned amendement so that Reagan could have an additional term, but that initiative didn’t go anywhere.
