The Reign of Terror was a direct result of the French Revolution. Robespierre was allowed to take control of the country because unlike the US there was no infrastructure to run France after the revolution. The US has an organization of states and was nearly independent in everything other than name, which prevented such atrocities as the reign of terror. So in effect yes it was caused almost entirely by the French Revolution.
