(revised 4/24/09) The original $10,500 Special Purpose Fee that would be charged to customers was only an estimate. It was based on a conceptual design trying to factor in changing material and construction costs over time. As a result, the ultimate cost per customer could be higher or lower. The updated post-bid estimated special purpose fee is $4,450.
