Was the Obama campaign logo used by the Missile Defense Agency (pictures above)?

The Obama Logo and the Missile Defense Agency (for the U.S. Department of Defense) are side by side above. Wednesday, reaction to the logo comparison is going viral with many asking if the Agency drew from the Obama logo, and if so, is that appropriate. In both, three red lines wrap the base of the blue O crossing left to right and decreasing in width from left to right. Both utilizing the red 3 line format separated by white outlines. Yet in the Obama logo, the image is clearly an O where in the Defense department its clearly in reference to a planet moreso than an O, with the addition of a star. But the pairing of the same colors with same hues, and the placement of the red and white stripping at the base call the overwhelming similarity.
