Some may disagree, but I would call it a social revolution. To me, a civil war implies an armed clash of two opposing ideologies. Juarez and the Mexicans had an ideology of a free Mexico, whereas Maximilian and his French supporters had only a desire to remain in power. As I said, some may disagree, but that is how I choose to qualify it.
